Almost all of those marks go missing administratively rather than academically: the substitute was never filed, or arrived after its window shut. Reading that paragraph in week one removes the whole category.

Where is the seminar attendance policy actually written?
In your own syllabus, and it is worth finding in week one because the permitted number of absences is generally lower than students assume. The document also states what has to be submitted in place of a missed session and by when. Marks here are lost through never reading that paragraph far more often than through the absence itself.
