Both are workable and the difficulty is that they tend to reach their milestone weeks simultaneously. Individually the weeks are light; together they are not.

Which document should I read in week one?
The final project rubric, even though the project is weeks away, because every milestone maps onto it. Reading it first tells you what each milestone is a first draft of, which changes what you write in them entirely. Very few programs publish the marking instrument that early and almost nobody takes the offer.
What is milestone feedback actually worth?
It is your marker explaining, in writing and in advance, how they intend to grade the final. No other signal about your grade is that direct or arrives with that much time left. Applied the week it lands it is worth an entire redraft; filed away unread it is worth nothing at all, which is the usual outcome.
Can a project be recovered if I ignored the milestones?
Usually, and it costs more than it would have. Send every milestone with the comments still attached, because those comments remain the best available record of how this particular marker reads the instrument. What has gone is the running start, not the information, so the last stretch becomes crowded rather than unsalvageable.
Why do business papers stop short of the top band?
Because they stop at analysis. Getting the framework right shows you understood the reading, which is where the range begins rather than where it ends. What the band above wants is a decision you own: the option chosen, its cost, the condition that would sink it, and the measure you would watch afterwards.
